"What is your MOQ?" is usually the first question a brand asks a factory, and the answer seems arbitrary: 300 pieces here, 10,000 pieces there. It is not arbitrary. A factory's minimum order is a direct calculation of the smallest batch that recovers setup costs and stays within specification tolerances. Understand the calculation and you can negotiate intelligently.
What Actually Drives the MOQ
- Shade production batches: lipstick, foundation and pressed powder are produced by batch. A formula batch has a minimum fillable size — below it, weighing and mixing tolerances become unreliable.
- Mold and tooling investment: a custom lipstick mold or a custom compact costs tens of thousands of yuan. The factory divides that cost across your quantity; below a threshold the mold cost per unit is absurd.
- Packaging material minima: cartons, glass bottles and printed labels usually have their own MOQs from packaging suppliers — frequently 3,000–10,000 pieces.
- Setup and line changeover: filling lines must be cleaned and revalidated between formulas. This downtime is priced into every batch.

How to Structure a Small First Order
- Split by shade, not by formula: one formula in 3–4 shades typically keeps the batch economical.
- Use stock packaging: the fastest way to lower MOQ is choosing the factory's standard packaging instead of a custom mold.
- Negotiate a pilot batch: reputable factories can run a numbered trial batch for market testing, with the cost credited to your next order.
- Ask what is included: confirm whether the MOQ covers cartons, whether shade matching is included, and whether stability testing is included or extra.
- Plan for reorders: MOQ is per formula, per time. Ordering the same formula again never repeats the development cost — that is where your margin returns.
The Honest Rule of Thumb
If a factory's MOQ is dramatically lower than the market norm, ask why — "any quantity" factories usually survive on marginal quality. If it is dramatically higher, they may simply not want small orders.
